Rail Infrastructure Alliance – Metro Tunnel Project
The Rail Infrastructure Alliance (RIA) is a partnership between John Holland, CPB Contractors, AECOM, and Rail Projects Victoria, formed to deliver major works for Melbourne’s Metro Tunnel Project. RIA’s scope includes connecting the new tunnels to the existing rail network through the construction of new track, power, and signalling infrastructure, along with station and systems upgrades to support High Capacity Metro Trains.
Now in its final stages, the RIA has completed most major construction works and is focused on testing, commissioning, and systems integration ahead of the Metro Tunnel’s opening in December 2025. Full passenger services are scheduled to commence in February 2026, delivering expanded capacity, improved reliability, and more frequent train services—paving the way for a modern, connected transport network across Melbourne.
